Is a pension mandatory for all employees?

No. As an employer you are only obliged to offer a scheme if you fall under a cao with pension provisions, or under a mandatory industry pension fund.

Without a mandatory scheme you have freedom: you decide who takes part and how much you contribute, and this may differ per employee. Participation by the employee is then voluntary too. Read pensions for employees without a cao.
