What is rounding down?

Rounding down or (in Dutch) Afcenten refer to a percentage-wise reduction of an original amount, usually in the context of taxes or levies. It is the counterpart of opcenten, which means a percentage-wise increase. In the Netherlands, these terms are used to indicate by how much an amount is reduced or increased. In Flanders, the terms "afcentiemen" and "opcentiemen" are used for the same concepts.

Example: If a municipality decides to reduce a tax rate by 5% afcenten, the original rate is reduced by 5%.
